Roger D. Wilson Detention Facility - 5001 Maloneyville Road

Effective April 14, 2014 all visitation for corrections facilities will be done by video. Remote visitation is available to conduct in the comfort of your home via personal computer. Visits are 15 minutes in duration and may be scheduled four times per week at a cost of $5.99 per visit (0.40 cents/minute). You must set up an account by logging onto www.jailatm.com prior to scheduling a visit. During our introductory period, all remote visitations will be FREE through June 5, 2014. Please email visits@knoxsheriff.org to report any problems regarding video visitation. Visits must be scheduled at least 24 hours before the requested time. The following is the schedule for Roger D. Wilson Visits:

KCJ Visitations are available 7 days a week from 9:00a.m.-1:30 p.m. and 2:30 p.m.-9:00p.m

Work Release Center Visitations are available 6:00pm – 10:00

All remote visitations are scheduled at www.jailatm.com and are located at the Knox County Sheriff’s Work Release Center

If you do not have a home computer or access to the internet, you may use remote visitation. Public kiosks are located at the Work Release Center.  To schedule these visits call 865-281-6700 and select option 6 (visitation information). A staff member will assist you in scheduling your visit. 

Suggestions for making your video visit more enjoyable:

  1. Before logging in to visit, check your webcam for good picture quality and make sure you are located in well-lit area, but not where your camera is in direct sunlight.
  2. Check your sound quality/ audio level.  Most webcams and operating systems allow for testing of your microphone on your system.
  3. Speak normally.  Some have a tendency to speak loudly or directly into the microphone and this causes distortion for the inmate.  Avoid allowing persons sitting or standing behind to talk, as they often speak louder than necessary.
  4. Avoid large movements during the call.  Webcams are often sensitive to movement and do not offer a good picture during movement.
  5. Check your internet speed.  Low bandwidths may cause lag time in transmission of your video feed. If unsure of your internet speed, contact your internet service provider to ensure your internet speeds are capable of handling video conferencing.
  6. Be logged into your account on time and ready to visit.   If you are late for the visit, you will only be allowed the remainder of your scheduled time.

Handicap visits will be conducted at the Detention Facility Lobby and may be scheduled by calling 865-281-6700 and selection option 6.

Miscellaneous Information

Jail ATMs are located in the lobby of the Knox County Sheriff’s Detention Facility and the Knox County Jail.  You may place cash into the ATM for the inmate for a $4.95 surcharge.  ATMs will also accept credit cards for a 10% surcharge.

Money Orders and Cashier’s Checks will be accepted by MAIL ONLY. A $2.50 surcharge will automatically be placed on all Money Order and Cashier’s Check received. Do not include any letters or correspondence with the Money Order or Cashier’s Check, as it will not be given to inmates.

Personal Property

Personal property will not be accepted unless prior approval has been obtained from the Facility Commander or his/her designee.

Inmates may release personal property 24 hours a day, 7 days a week.

Money will only be released Monday through Friday during normal business hours.  A “Property Transfer Receipt” must be completed prior to the money or property being issued.

Release of Funds to Inmates

All inmates being released from a Knox County Correctional Facility will be issued a check for the balance of their “Inmate Money Account.”  Inmates may pick up their checks at the Knox County Detention Facility between the hours of 8:00 a.m. and 8:00 p.m., Monday through Friday only, excluding holidays.  A receipt and a valid form of identification are required.

Note: All monies not claimed within one year will be cancelled and the funds transferred to the State of Tennessee as unclaimed funds.

Inmates may receive correspondence only on a standard postcard, rectangular at least 3-1/2 inches high x 5 inches long x 0.007 inch thick no more than 4-1/4 inches high x 6 inches long x 0.016 inches thick.

Prison Rape Elimination Act (PREA)

The Knox County Sheriff’s Correction’s Division maintains a ZERO TOLERANCE in keeping with Public Law 108-79, the Prison Rape Elimination Act (PREA) of 2003, which will enhance intervention, documentation, reporting, and investigative procedures. The Knox County Sheriff’s Office has mandated a zero-tolerance towards all forms of sexual abuse and sexual harassment.  Such conduct is prohibited and will not be tolerated; to include inmate-on-inmate sexual abuse or harassment and employee-on-inmate sexual abuse or harassment.  It is Knox County Sheriff’s Office’s policy to aggressively investigate all allegations, regardless of the source, and prosecute those who are involved in incidents of sexual abuse.  Criminal investigations will be referred to the Knox County Major Crimes Division. Alleged victims of sexual abuse or harassment will be provided a supportive and protective environment. The credibility of an alleged victim, suspect, or witness is assessed on an individual basis and not determined by the person’s status as inmate or staff.

Messaging

Messaging is now available through www.jailatm.com .  After establishing an account with JAILATM, you may send messages to inmates incarcerated in all Knox County Sheriff’s Office Facilities.  Inmates may also send messages to email addresses as well.

Telephones

An inmate may not receive incoming telephone calls.  Upon being processed in the facility, he or she will receive a “Pin Number.”  Once the “Pin Number” has been assigned, the inmate may be allowed to call at specified times during the day.

If there is an emergency, call (865) 281-6700 (Detention Facility) or (865) 215-2484 and advise the operator of the situation.  When the emergency is verified, then the call can go through.

Frequently Asked Questions about Video Visitation:

Q. When I sign on to JAILATM.COM, it sometime will not advance to the scheduling screen?

A. When choosing a web browser for this service consider using Microsoft Explorer or Google Chrome, some other browsers will not work with the website.

 

Q. When I am on a visit call, the inmate tells me they cannot see my face?

A. Our visitation system uses facial recognition technology that requires you keep your face only in the camera area.  There is a box that shows you what the inmate can see and will advise you when your face is positioned correctly or not at all times.  You should always refrain from allowing other persons or objects to come between your camera and your face.

 

Q.  How long are the remote video visits and how much do they cost?

A. Each video visitation is 15 minutes and costs $5.99 for the entire 15 minutes.  You or the inmate may terminate the call at any time, however and will only be charged for the time you use the system.

 

Q. I lost my password, I had connection problems, transaction issues, or I am having problems using the system?

A. Email support@jail.atm.com Monday through Friday, 8-4 Central time and include the name of the facility, transaction date, your name, recipient’s name and your contact information.

 

Q. How do I utilize the free visits on the public kiosks?

A.  Public kiosks are available for use by the public at the Work Release Center on Maloneyville Road.  These visits must be scheduled within a week of the desired visit. You may schedule your visit by calling 865-281-6728.  Visits at this site are for all Adult Jails operated by the Sheriff’s Office and adhere to the schedules found on the website at www.knoxsheriff.org.  After scheduling your visit, you will be required to arrive to the facility prior to your visit and present your identification.  You will be subject to a search and please leave your personal belongings in your car.  After check-in, you will be directed to the kiosk and there you will enter your identification and choose your inmate to visit. 

 

Q.  Can I still visit in person at the jail?

A.  No, video visitation has been adopted for all Adult Jails operated by the Sheriff’s Office.

 

Q. What  happens if I miss my video visitation or forget to log on?

A.  Visits that are not used are not charged. You will retain credit JAILATM.COM.

 

Q.  Are there any rules while my video visit is taking place?

A.  Yes.  All visits are subject to monitoring at any time, so any signs of indecency, including nudity or pornographic activities will result in termination of the visit and future visits. 

 

Q. Is there anyone who is not allowed to video visit?

A. Yes.  Anyone who is party to an active order of protection with an inmate that is not allowed contact will not be permitted to visit.

Tennessee Knox County • Holiday Package Program 2014

The Tennessee Knox County Detention Facility, Jail and Work Release will allow Access Securepak to receive orders for food and clothing item packages. Family and friends of inmates may participate in this program by placing their orders with Access Securepak subject to the following conditions:

The order form will consist of a list of items that have been pre-approved by the Knox County Detention Facility for the inmate to receive.

It is the family/friends responsibility to correctly complete the order form and mail it to Access Securepak with proper payment.

It is extremely important that you place the inmate’s name, correct DOC number and housing location on the order form.

Shipments for each facility will be received weekly at the Detention Facility.

Processing fee is $4.00 on all orders. These charges are non-refundable.

Access Securepak is collecting tax on all items per the states requirements. The appropriate tax must be factored into the final price. Packages cannot exceed $100.00 per inmate. Multiple orders can be placed; orders will be combined not to exceed the $100.00 per week program limit.
