Powell Man Arrested for Sexual Exploitation of a Minor

A Powell man charged with sexual exploitation of a minor was arrested today by the U.S. Marshals Service-led Smoky Mountains Fugitive Task Force. 58-year-old Richard Samuel DeBord was taken into custody without incident just after 12:30 p.m. The arrest came after DeBord was indicted by a Knox County Grand Jury following an investigation led by the Knox County Sheriff’s Office Family Crisis and Cyber Investigations Unit.

DeBord is being held in the Roger D. Wilson Detention Facility on a $75,000 bond. He has a criminal history in Knox County that includes a traffic offense, a weapons offense, and dangerous drugs.

The KCSO Family Crisis Unit investigates cases involving domestic violence, child abuse, elder abuse, animal abuse, and cyber investigations.
