KCSO Organized Retail Task Force Arrests Two Men

The Knox County Sheriff’s Office Organized Retail Task Force hit another business early Wednesday afternoon in its continuing investigation into the illegal use of EBT cards, shoplifting, and receiving stolen goods.  Officers executed a warrant at Al’s Market and Deli at 1006 University Avenue. 
The owner, Mohammed Jalal Issa and Rashad Srour were arrested and charged with felony theft, computer crimes, and food stamp fraud.  Officers seized a variety of stolen goods, two guns, $2,000 in cash, and a vehicle.  The Knox County Health Department shut down the store until further notice. Representatives from the state lottery removed the scratch cards.

According to information from an undercover KCSO officer, the suspects encouraged people to use their EBT cards to buy items that the suspects wanted from Kroger and other stores, which they then sold at the market.  They gave cash to those who had used their EBT cards.  They would also place orders of certain items from stores for shoplifters to bring back to the market and again sell those and give cash to the shoplifters. 

Participating in the investigation were Kroger representatives, officers with the Tennessee Bureau of Revenue, and the Tennessee Department of Human Services.
