. In 2003, Todd was appointed to work in the Knox County Mayor’s Office as the Director of Probation and was subsequently promoted to Director of Justice Administration. In 2009, Director Cook got the opportunity to return home to the Sheriff’s Office to direct the Pretrial Services Division.
Director Todd Cook is the Director of Pretrial Services, which encompasses pretrial release, electronic monitoring, DUI School, and Traffic School.
Director Cook started his career with the Knox County Sheriff’s Office in 1990 in the Corrections Division. After working for several years in the jail, Todd went to the East Tennessee Regional Law Enforcement Academy. Since then, Director Cook has been assigned to Patrol, Detectives and Office of Professional Standards.
Director Cook is a graduate of Halls High School. He holds an Associate’s Degree in Public Safety-Law Enforcement from Walters State Community College and a Bachelor’s Degree in Organizational Management from Tusculum College. Todd is also a graduate of the FBI National Academy. Director Cook is a lifelong resident of the Halls Crossroads Community. He and his fiancé, Amanda, have five children, Jonah, Cooper, Lily, Bryson and Addison.
On July 20, 1985 the burned body of Betty Joyce Brown,aka Simmons, was found in the woods at 3805 Maloney Road in South Knox County. The 29 year old Austin-East graduate had been stabbed before being burned. Ms. Brown was last seen on July 14, 1985 between midnight and 1:00am in front of the Bread Box at Magnolia Ave and Spruce Street. It is believed that Ms. Brown was offered and accepted a ride from an unknown subject. Ms. Brown’s last know address was 2737 Tarleton Ave. Initial investigation indicated that when Ms. Brown’s body was found, she had been dead approximately 1 week. Family members described Ms. Brown as being a “very sweet and loving mother.”
