News Release:
On Wednesday, April 16, 2025, the Knox County Grand Jury returned a five-count presentment against Tony Lynn Strand, 33. Strand faces charges including three counts of Especially Aggravated Sexual Exploitation of a Minor, one count of Burglary, and one count of Observation without Consent.

These charges are associated with conduct occurring from March 24, 2025, to April 8, 2025. Judge Hector Sanchez has set the bond at $500,000. It is important to note that Especially Aggravated Sexual Exploitation of a Minor is a Class B felony, carrying a potential sentence of eight to twelve years in prison. Strand has been taken into custody and will be booked into the Roger D. Wilson Detention Facility.

The Knox County Sheriff’s Office Major Crimes Unit began investigating after a female noticed something suspicious in the women’s restroom at Cove Park in Farragut. Deputies and detectives discovered a camera in the ceiling of the women’s bathroom. The date range is from March 24, 2025, until April 8, 2025, when MCU Detectives removed it. We urge anyone who used the women’s restroom at Cove Park during the aforementioned dates to contact us. On July 20, 1985 the burned body of Betty Joyce Brown,aka Simmons, was found in the woods at 3805 Maloney Road in South Knox County. The 29 year old Austin-East graduate had been stabbed before being burned. Ms. Brown was last seen on July 14, 1985 between midnight and 1:00am in front of the Bread Box at Magnolia Ave and Spruce Street. It is believed that Ms. Brown was offered and accepted a ride from an unknown subject. Ms. Brown’s last know address was 2737 Tarleton Ave. Initial investigation indicated that when Ms. Brown’s body was found, she had been dead approximately 1 week. Family members described Ms. Brown as being a “very sweet and loving mother.”
